Basin Management Action Plan Documents

As part of the implementation of the 2025 basin management action plans (BMAPs) and water quality restoration efforts, we are writing to remind you of a new reporting requirement to facilitate the creation of an inventory of noncompliant properties which are overdue for sewer connection.

As prescribed in the 2025 BMAPs (Basin Management Action Plan Documents | Florida Department of Environmental Protection), each utility with sewer lines located within a BMAP area is required to provide the Florida Department of Environmental Protection (DEP) with a list of properties that meet the following criteria:

•    The property currently has an onsite sewage treatment and disposal system (OSTDS).
•    Central sewer is available as defined in Section 381.0065, F.S. 
•    The property owner has been notified of the sewer availability, more than 365 days have transpired, and the property has not yet been connected to the central sewer system as required in Section 381.00655, F.S. 

FOR EACH IDENTIFIED PROPERTY, YOUR REPORT MUST INCLUDE: 

•    The name of the utility which has made sewer service available.
•    The name, email address, and phone number for a point of contact at the utility.
•    The date of the dataset on which the report is based.
•    The BMAP area in which the parcel is located. Note that a map of the BMAP areas and a GIS coverage of the BMAP boundaries is available here. Some BMAP areas with springs and surface waters overlap, so it is possible a parcel is located within more than one BMAP. Please list all BMAPs in which a parcel is located.
•    The complete property address and/or parcel ID.
•    The date(s) on which the utility provided written notice to the property owner regarding the availability of sewer.

The initial report is due no later than February 2, 2026. Click here for a template to simplify the compilation and processing of this information. Following this initial submission, updated lists must be provided every two years thereafter. 

We understand that compiling this data may require internal coordination. If your utility requires a time extension to submit this information, please reach out to your designated Basin Coordinator as soon as possible to discuss your timeline; if you lack contact information for your specific Basin Coordinator, please email your submittal or your extension request to BMAPProgram@FloridaDEP.gov.
