State Professional Engineer

Basic Function:

Provide technical and engineering assistance to rural and small water/ wastewater systems related to operations, maintenance, management, compliance, potential compliance, water quality, permitting, security, grants, loans, general business operations, management policies, health, and environmental issues.

Position Description:

Position is a professional exempt classification requiring critical thinking, discretion, discernment with information provided and final project deliverables.  Be a team player with a can-do attitude that can perform on a team or independent of management. The position requires a bachelor's degree in civil engineering, environmental engineering or other engineering discipline with experience related to water and wastewater processes. Must have a valid Florida Professional Engineer license or the ability to obtain licensure in the state withing 12 months.

Specific Responsibilities:
  1. Provides recommendation for action after the various possibilities have been considered when providing assistance related to management policies or general business operations of rural and small water systems, including all areas of operation, maintenance, management, compliance, potential compliance, health, and environmental issues.
  2. A minimum of three (3) water systems projects will be required monthly to report to FDEP.
  3. Travel related to engineering review and service provided by FRWA.
  4. Interprets, reviews, analyzes, and explains policies, rules, regulations, legislation, and laws related to rural and small water.
  5. Provides consulting related reviews and services to small water systems.
  6. Consults with staff and others in government, business, and private organizations to discuss issues, coordinate activities, and resolve problems for rural and small water systems.
  7. Directs and conducts studies and research and prepares reports and other publications relating to management policies, general business operations, program objectives and accomplishments of rural and small water systems.
  8. Evaluates findings of investigations, surveys, and studies to compare and evaluate possible courses of conduct to formulate policies and techniques and recommend improvements for management policies or general business operations of rural and small water systems.
  9. Plan, promote, organize, coordinate and maintain cooperative working relationships among public and state and federal agencies.
  10. Delivers speeches, writes articles, and presents information at meetings, hearings, or conventions to promote services, exchange ideas, and accomplish objectives.
  11. Participates in activities to promote and expand membership and services, and aids in conducting conferences, seminars, and workshops.
  12. Completes and submits required reporting documents in a timely fashion via established computer procedures.  
  13. All other duties as assigned by the Executive Director or Supervisor.

This position will also provide Emergency Response support during active events. This will require travel, overnight deployments and various working conditions throughout the state and other areas as needed.
